One such public officer who over the years has served in various capacities is Mr. Emmanuel Freddie Mugunga the Under Secretary Ministry of Water and Environment . Mr. Mugunga has completed and graduated with an MBA from Heriot Watt University, Edinburgh Business School in Scotland.
Mr. Mugunga was recently posted to the Ministry of Water and Environment as Under Secretary. He formerly severed at the Ministry of Energy and Mineral Development.
