Office Of Auditor General To Conduct Public Citizen Audit Initiatives To Enhance Transperancy And Accountability

The Office of the Auditor General (OAG) is seeking for UGX2.4 Billion to conduct initiatives requiring citizens to engage in the auditing of public funds, while another UGX2.2 Billion is required by the Auditor General to conduct an annual impact assessment to demonstrate its impact to the public.

The OAG in Uganda is actively rolling out citizen-centric audit strategies and feedback systems to boost transparency, promote public accountability, and improve local service delivery.

“We want to implement this initiative to see how we can involve the citizens in our audit processes. It is something that other audit institutions are now doing, very effective in ensuring that whatever we do creates the impact desired.

So, we are requesting for UGX2.4 Billion to undertake this,” said Mr. Stephen Katerega, Assistant Auditor General (Corporate Affairs), while appearing before Parliament’s Finance Committee to present the OAG’s 2026/27 National Budget Framework Paper.

The OAG integrates Civil Society Organizations (CSOs) and local communities directly into the auditing process to track public funds and ensure participatory governance.

Citizen audits heavily prioritize critical sectors that directly impact daily livelihoods, such as the Parish Development model (PDM ), payroll/pension management, and general budget performance.

The OAG has deployed digital infrastructure—such as the OAG Citizen Feedback App on the Google Play Store—allowing the public to directly report issues, provide insights, and engage with the national audit process.
