Interdict URSB’s Kainobwisho And Reinstate Whistleblower- IGG Directors Justice Minister Mao
The Inspectorate of Government (IG) has directed Justice Minister Norbert Mao to immediately interdict Merccy Kainobwisho as the Registrar General of the Uganda Registration Services Bureau (URSB), over serious corruption allegations.
Inspector General of Government (IGG), Lady Justice Aisha Naluzze Batala, said the directive is meant to ensure the accused officials dont interfer with or compromising inquiries.
The IGG insisted that Minister Norbert Mao must enforce the formal interdiction of Mercy Kainobwisho who was sent on a two -month “mandatory leave” in August instead of a formal interdiction, a move the IG has now overruled to allow for statutory audit queries.
The IG ordered the Chairperson of the URSB Board of Directors, Francis Butagirato immediately interdict three other senior officials as well.
At the sametime , the IGG has further directed the URSB Board Chairperson to reinstate Gilbert Agaba the Commissioner for Business Registration Services with immediate effect.
Agaba had made a protected disclosure regarding the corruption but was irregularly forced into mandatory leave by Minister Mao. The IG clarified that Agaba is not a subject of the investigation and is legally protected from workplace victimization under the Whistleblowers Protection Act.
