Employees Of Parliament To Undergo A Verification Exercise To Weed Out Those Who Enter Through Backdoor- Speaker Oboth-Oboth

Uganda’s Parliament has initiated a comprehensive verification and validation exercise for all its employees to check the authenticity of academic credentials and review career progression, the Speaker of the National Parlimanet ,Jacob Oboth-Oboth , has revealed .

Addressing parliment this afternoon, Oboth said all employees at parlimanet starting with the Clerk ( accounting officer) will have to speak to their academic qualifications and competences for the offices they occupy .

Oboth-Oboth said the exercise will be conducted by an independent competent body of experts assisted by the Ministry of Public Service .

All staff members have been instructed to submit complete academic records—ranging from nursery school through to their highest level of education—to the Human Resource Department.

Employees are required to provide a detailed employment history covering all promotions, postings, and transfers since the date they were first appointed to Parliament.

Academic documents are being cross-checked directly with issuing institutions, and promotion files are being audited against official service records.

The Clerk to Parliament’s office says the process is part of broader efforts to strengthen accountability, professionalism and meritocracy within the institution.

“We want to ensure that everyone in Parliament meets the required qualifications for the positions they hold and that promotions have followed the proper procedures,” a senior official in the Human Resource Directorate told this reporter.

The verification follows growing concerns regarding ghost workers, backdoor hiring, and irregular promotions within public institutions.

For the specific case of Parliament sources said that the validation exercise has been iniated following concerns that many staff were recruited during the 11th parliament through backdoor, without the requisite academic qualification nor experince and or expertise for the positions they hole. There are also reported cases of duplication in various roles and illegal promotions with hefty pay.

“It is a clean up exercise and we commend the new leadership under Oboth -oboth to sanitize the institution of parliament to cut numbers and save resources while improving performance of institution in the eyes of the Ugandan tax payers ,” inside sources told this publication , independently .

In addition to individual credential checks, the Parliamentary Commission ordered a broader human resource audit to review staffing numbers and investigate allegations of unprocedural or illegal recruitment under previous commissions.

The action coincides with other integrity and anti-corruption measures at the institution, including the interdiction of select senior officials.
