Presaident Yower Museveni, has appointed 13 new Permanent Secretaries , in an on-going effeort to revamp key positions in the central government service to improve delivery of public services and fight corruption .
First on the list of those appointed , is Dr. Emmanuel Freddie Mugunga , with a long public service career who has been promotted to the position of Permanent Secretary Office of the Prime Minister . Dr. Mugunga has been serving as acting Permanent Secretary and Under Secretary in Charge of Finance and Aministration at the busy Ministry of Lands , Housing and Urban Development .

Others appointed areEdward Sengonzi Damulira , who is the new Clerk to Parliament replacing Adolf Mwesige Kasaija who has served in the position since 2021 under the disgraced regime of former Speaker Anita Annet Among.
Gen. Museveni has also dropped Vicent Bagiire Waiswa who has served as PS Ministry of Foreign Affairs since August 2021 and replaced him with Ambassador Charles Ssentongo. Amb. Ssentongo has been the Chief of Protocol at the Ministry of Foreign Affairs.

Edith Butuuro has been named the the new Permanent Secretary for the Ministry of Defence and Veteran Affairs, replacing Rosette Byengoma.
In the exercise of the powers vested in the President by Article 174(2) of the 1995 Constitution of the Republic of Uganda, Museveni named others as new Permanent Secretaries and they are ;

Sheeba Kyobutungi Rujoki Office of the President (Science, Technology and Innovation)
Kenneth Akiri Ministry of Water and Environment
Barbara Namugambe Ministry of Agriculture, Animal Industry and Fisheries
Prof. Stephen Akandwanaho Ministry of ICT and National Guidance
Mark Sseremba Ministry of Public Service
Eng. Flavia Guto Bwire Ministry of Works and Transport
Aggrey Wunyi Ministry of East African Community Affairs
Betty Mutesa Cwinya-ai Public Service Commission
Museveni said that he had directed he Public Service Commission to assess their suitability for appointment and advise him accordingly.
