Gen. Muhoozi Kainerugaba, Chief of Defence Forces and Senior Presidential Advisor for Special Operations, will next week host the inaugural Conference of Chiefs of Defence Forces on Military Operations Other Than War (MOOTW).
The four-day conference will take place from 5 to 8 October 2026 at Speke Resort Munyonyo and is organised by the Ministry of Defence and Veteran Affairs together with the UPDF.
The conference will bring together defence chiefs from 14 African countries, commanders of peace support missions, African Union representatives, regional standby forces and officials from regional political and economic communities.
Key issues on the agenda include transnational threats, cybersecurity and artificial intelligence, drone technology, peace support operations, border and maritime security, climate change, disaster management, pandemics, critical infrastructure and military support to civil authorities.
Uganda is expected to use the conference to push for an African Union-led regional framework covering common principles, training, intelligence sharing, cyber and drone governance, disaster response and accountability.
