MTN Uganda Remits Ug.Shs 54.27bn Levy to Boost Digital Inclusion and ICT Development
MTN Uganda remitted a record UGX 54.27 billion to the Uganda Communications Commission (UCC) to boost digital inclusion across the country. The contribution serves as the mandatory 2% annual revenue levy, dedicated to expanding connectivity in unserved communities and supporting ICT education.
The funds which increased from ug.Shs. 50.55bn in 2025 to Ug.Shs.54.27bn this year , will be split to support two critical sectors:The Consolidated Fund: 50% to be sent directly to the national treasury and 50% to retained by the UCC for the Uganda Communication Universal Service and Access Fund ( UCUSAF) to roll out rural networks.

The funds will alos be utilised to support ICT skills training at the Uganda Institute of Information and Communication Technology (UICT) in Nakawa.
During the handover at the UCC offices, MTN Uganda CEO Sylvia Mulinge and UCC Executive Director George William Nyombi Thembo highlighted that this goes beyond mere regulatory compliance. The financial injection supports the government’s shared vision of achieving a fully Connected Uganda by 2030.

“We thank MTN Uganda for viewing this responsibility not as a burden, but as a shared investment in Uganda’s future,” UCC Nyombi Thembo said adding that MTN Uganda has been consistent, timely, and complied with the levy requirement in good faith – noting that the operator has gone beyond viewing it as a regulatory obligation.
Nyombi said that MTN Uganda has instead embraced the contribution as a shared investment in national development. “This is responsible corporate citizenship and aligned with Uganda’s broader digital inclusion goals,” he added.

UCC leadership further noted that the UGX 54.27 billion remittance is a sign of a thriving telecommunications sector and growing consumer demand for digital services. The Commission added that such contributions are central to achieving its vision of a fully connected Uganda by 2030, with universal access to reliable communications services.
Through the Uganda Communications Universal Service and Access Fund UCUSAF, the government continues to prioritise infrastructure rollout in commercially unviable regions, ensuring that connectivity reaches rural and hard-to-reach communities.

UCC praised MTN Uganda’s continued collaboration in driving digital inclusion, expanding access, and strengthening national connectivity, describing the partnership as an important milestone in Uganda’s ongoing digital future.
