EC Chairman Justice Byabakama Calls For Strong Law To Regulate Campaigns Financing

Uganda Electoral Commission Chairperson, Justice Simon Byabakama , has called for urgent amendment to place a cap on campaign financing which has rendered Uganda’s elections a commodity for the highest bidder .
Speaking to the media in Kampala ahead of next years campaigns in the run-up to the 2026 general elections, Byabakama noted that money being spent by candidates during elections has reached obscene levels and if not well regulated will greatly affect the quality of the elections and the candidates being elected in leadership positions . He said huge amounts being spent for one to be elected disenfranchise the poor who cant afford to buy votes .
The EC boss further emphasized the importance of peaceful polls noting that elections are a constitutional right.“As a commission, our commitment to our planning and preparations is always aimed at conducting free and fair elections as commanded by the Constitution in a setting that is non-violent and peaceful,” Byabakama stated.
He condemned violence and urged respect for the Commission’s guidelines which are in many cases ignored by “political actors’ dismissive attitudes.” The media’s role is crucial in promoting fair elections and accurate information, Byabakama noted .
