President Yoweri Museveni is set to present the 2026/27 national budget under the theme ;” Full monetisation of Uganda’s economy through commercial agriculture, industrialisation, expanding and broadening services, digital transformation and market Access”
The Ug.shs. 84.29 trillion budget is has incresed by 16% from last year’s ug.shs. 72.3 trillion. This is the first budget under NRM’s new 2026-2031 manifesto and second year of the National Development Plan IV which is geared at a tenfold growth strategy to realise a $500b economy by 2040.
According to the budget estimates , domestic revenue is expected to account for Ug. Shs. 44.18T, domestic borrowing Ug.Shs 11.97T, external project support Ug.Shs 11.27T, petroleum revenues Ug.Shs 1.44T, grants Ug.Shs 1.22T, and new tax measures Ug. Shs 1.741T to be mobilized through additional domestic revenue.
Out of the Ug.Shs.84 T , debt servicing will take out Ug.Shs 33.4T, which is about 40% of the total budget.
Museveni has emphasised that the balance will largely be spent on the ATMS and their enablers The ATMS are agriculture, tourism , manifacturing , and services industries .
Agro-Industrialisation will consume Ug.Shs 2.2T, up from Ug.Shs 1.8T. this will cover research, agricultural inputs, irrigation, extension services and agro-processing. PDM and Emyooga will get Ug.Shs 2.5T The parishes will continue to received Ug.shs.100M annually until the figure is revised upwards in the next budget circle as per the NRM elections promises .
Human capital which includes health and education will receive Ug.Shs 13.5T which is 25% of the budget and will allow phased salary enhancement for primary arts teacher and teachers in secondary plus BTVET instructors. Under the health sector , some 200 Health Centre IVs will be operationalised and 12,000 Community Health Extension Workers, cancer/CVD units in referral hospitals catred for . An additional Ug.Shs 100B will be for medicines.
Ug. Shs 10.8T is for Standard Gauge Railway, Meter Gauge Railway rehabilitation ; Kampala-Jinja Expressway construction , road maintenance, electrification of industrial parks. Plus Ug.Shs 664.3B for road completion, Shs 45B rural electrification.
Ug.Shs 1.1T is budgeted for digital government services, internet expansion, setting up of a Hi-Tech City, BPO sector and support for Kira Motors Corporation – Uganda’s green mobility champions who are producing buses for the countries city mass transport sytems .
Ug.Shs 571.5B and Ug. Shs 496.3B will be set aside for next year’s AFCON 2027 preparations and Upgradeing Rwenzori, Bwindi, Murchison Falls national parks facilities , national branding, highway refreshment centers among others .
Ug.Shs. Shs is for 435.5B EACOP completion, first oil lift is expected towards end of 2026. Government expects this to boost revenues for infrastructure.
Ug.Shs 10.2T is for intaining peace , security and stability.
