Babalanda Warns RDC About Misuse of Military Stores
Minister Milly Babalanda has revealed that the Uganda People’s Defence Forces (UPDF) has raised concerns about some Resident District Commissioners (RDCs) and Resident City Commissioners (RCCs) possessing firearms and wearing military attire, despite not being serving officers.
Speaking during a workshop, Babalanda emphasized that this behavior violates the UPDF Act.

Any RDC or RCC with a firearm, who is not a serving officer, must explain how they obtained it,” Babalanda said, adding that those illegally wearing military attire must stop immediately.
The minister also highlighted reports of some RDCs using excessive force on the public and engaging in corruption, especially in land disputes.
These actions have been notably reported in the Buganda region, with some officials allegedly demanding land plots in exchange for services.
Babalanda warned that any evidence of such misconduct would lead to prosecution.
Additionally, Babalanda addressed concerns about RDCs’ professional conduct, criticizing their dress code.

She urged RDCs to maintain a respectable appearance, directing the human resource department to ensure they follow proper office standards to uphold the dignity of the presidency.
