Wakiso High Court Coordination Committee Calls For Improved Service Delivery

Wakiso High Court Circuit Regional Coordination Committee (RCC) has emphasized its commitment to strengthening collaboration among administration of justice institutions to enhance access to justice and improve service delivery across the Circuit.

The meeting, chaired by the Head of the Wakiso High Court Circuit, Lady Justice Sarah Langa Siu, who was flanked by the Resident Judge, Lady Justice Dr. Flavia Grace Lamuno, brought together judicial officers and stakeholders in the administration of justice chain to review developments affecting justice delivery within the circuit.

A key highlight of the meeting was the formal handover of the High Court Registry from the outgoing Deputy Registrar, Faisal Mulalira, to the incoming Assistant Registrar, Emmanuel Bamwite.

Deputy Registrar, Lady Justice Langa commended Mulalira for his professionalism, humility and dedicated service. She noted that as the first Deputy Registrar of Wakiso High Court, he successfully managed the transition of cases from various High Court Divisions and Circuits into the newly established station, leaving behind a registry handling approximately 4,000 cases.

Lady Justice Langa also briefed stakeholders on the expanded pecuniary jurisdiction of Magistrates’ Courts following recent legislative amendments and outlined the operational changes expected within the justice system. She called upon advocates and all justice sector actors to support the effective implementation of the reforms to improve access to justice and enhance service delivery.

The meeting received updates from various court stations within the circuit. The Chief Magistrate of Nsangi, Winfred Naigaga Kyobiika, reported that her Court had reduced its case backlog to five per cent through sustained case management and other case disposal initiatives.

Among the judicial officers in attendance were Chief Magistrates; Sarah Namusobya (Nabweru); Sikhoya Naume (Wakiso); and Magistrates from across the Circuit.

Stakeholders also reaffirmed their commitment to supporting the Judiciary’s reform agenda.

Ms Phiona Barungi, Senior Presidential Assistant on Special Duties, called for improved service delivery across justice sector institutions, while the Member of Parliament for Nansana Municipality, Zambaali Bulasio Mukasa, pledged to support efforts to secure additional space for the Judiciary within Nansana Municipality and advocate for increased budgetary allocation to the Judiciary in Parliament.

The Assistant Chief Administrative Officer, Mr Achilles Kiwanuka, informed members that six acres of land had been allocated for the construction of the High Court, pending approval by the District Council.

Representatives from the Office of the Director of Public Prosecutions, Uganda Police Force, Uganda Prisons Service, Uganda Law Society and other justice institutions also attended the meeting and reaffirmed their commitment to strengthening coordination in the administration of justice
