Fight against homosexuality :Gov’t issues certificate of financial implication
The private Member of Parliament Asuman Basalirwa will go ahead to process the anti-homosexuality bill after government through the ministry of Finance issued a certificate of financial implication.
“This is to certify that the Anti- Homosexuality Bill, 2023 has been reviewed in accordance with Section 76 of the Public Finance and Management Act, 2015, as amended,” the statement from the ministry reads in part.
This means that bill being prepared by Bugiri Municipality Member of Parliament Asuman Basalirwa, will be processed and presented in parliament for debate enactment .The Bill which was gazetted on Friday seeks among others to criminalise homosexuality –the act against order of nature , its promotion and financing in Uganda .
The is been public outcry across the country after it was discovered that there is increased promotion and recruitment of homos in schools and institutions of higher learning . it is believed that some NGOs funded by foreign agencies are financing and promoting LGBTQ activities including printing test books for young learners in Uganda.
Donor agencies cited as financiers include Germany development partners GIZ, American Jewish Service, USAID, Open Society Initiative for East Africa, American Embassy, Tides Foundation, and Oxfam.
Basalirwa’s Bill provides a comprehensive and enhanced legislation to protect the traditional family –by prohibiting sexual relations between persons of the same sex and to strengthen the country’s legal system to stem the vice.
Speaker Among asked members of parliament to stand up to be counted in the fight against homos who are throwing around big money to lure the young people into their illegal activities locally called ebisiyaga.
She was bitter that foreign agents were bribing innocent Ugandans to promote , recruit people especially in schools and institutions of higher learning to engage in the abhorrent acts of homosexuality . Speaker Among told MPs that Uganda doesn’t need money from the promoters of gays to survive .
” We dont need their money to compromise and go against our cultures and family values , “a tough talking Among stated with the support of many MPs. Homosexuality is already a criminal offence under our Penal Code .
This will be the second time for Parliament to pass a law against homos in a space of two years . In 2021, Parliament passed the sexual offences bill which further criminalised same-sex relationships and sex work. The reiterated sections of legislation first enforced in Uganda – a largely African conservative country by British colonial rule. They condemn same-sex couples who perform acts deemed against the “order of nature” to 10 years’ imprisonment. The law was a nulled on a technicality -that it was passed without quorum.
The Church of Uganda has moved swiftly to terminate its relationship with Canterbury, the seat of the Anglican Church worldwide after it allowed homosexuals to marry .
“From the first page of the Bible in the book of Genesis to the last page of the Bible in the book of Revelation, it is clear that God’s design for human flourishing is that we are part of a family that is defined as one man and one woman united in holy matrimony for life and, God willing, a union that produces children.
God’s Word has said that the only context for sexual relationships is in the context of a marriage of one man and one woman. Same sex relationship is a sin. The Church of England has sinned,” Archbishop Dr.Stephen Kaziimba –the head of the Anglican church in Uganda stated .
The general synod of the church of England which is the top governing body of Anglicans surprised the world when it sat and passed several resolutions among others allowing the clergy to preside over marriages involving homosexuals something that is deemed a taboo in the African culture .Gays are already considered married by the British government.
The Kampala Parents Association has already petition the Ministry of education and authorities in Kampala to address the penetration of homosexual activists in schools and even printing textbooks they are now circulating in schools.
