Uganda Civil Aviation Authority And Guyana Strengthen Civil Aviation Cooperation

The Uganda Civil Aviation Authority (UCAA) and the Guyana Civil Aviation Authority (GCAA) have signed a Memorandum of Understanding (MoU) to strengthen cooperation and collaboration in civil aviation.

The MoU was signed on 2 October 2026 in Georgetown, Guyana, by Mrs. Olive Birungi Lumonya, Deputy Director General, UCAA, and Lt. Col. (Ret’d) Egbert Field, Director General, GCAA. UCAA was also represented by Mr. Christopher Kasozi, Manager Economic Regulation.

The MoU establishes a framework for expanded technical collaboration, knowledge sharing and the adoption of best practices in the management, modernisation and maintenance of civil aviation systems.

According to the MoU the key areas of cooperation include: safety surveillance and oversight, state safety programme (SSP) and safety management systems (SMS) and personnel licensing and training.

Other areas of airworthiness , institutional strengthening and human resource development ; economic oversight of air transport.

The collaboration will involve exchange of information, deployment of experts and instructors for training and technical missions, as well as joint studies and other activities of mutual benefit.

The partnership is expected to further enhance the safety, efficiency and regulatory standards of air transport in Uganda and Guyana, while laying a foundation for future commercial and economic ties between the two countries.

In addition, Uganda and Guyana agreed that their Bilateral Air Services Agreement (BASA) will be concluded and signed during the forthcoming ICAO Air Services Negotiation Event (ICAN), scheduled to take place in Equatorial Guinea in December 2026.
