President Museveni’s RDCs Reshuffle Not Connected With NRM Primaries-Hajji Kakande
President Yoweri Museveni has reshuffled over 40 Resident District Commissioners (RDCs) and Resident City Commissioners (RCCs) with some being promoted to higher ranks.
The Secretary in the Office of the President, Hajji Yunus Kakande, during a media briefing in Kampala said that the transfers are not connected to the recently concluded NRM .
Kakande said the transfers and promotions were part of routine administrative restructuring aimed at enhancing service delivery and strengthening government presence across the country.
He emphasised that the decisions were based on performance, leadership needs, and strategic deployment, dismissing speculation that the reshuffle was influenced by political grievances from the primaries.
Kakande noted that the government evaluates the performance of these officials periodically and takes necessary steps to ensure effective governance at both district and city levels.
He further stated that while the timing may have coincided with the aftermath of the NRM primaries, the two processes are entirely independent, urging the public not to draw incorrect political connections. “The reshuffle is purely administrative and not a response to any political petitions or pressure,” Kakande stressed.
The announcement comes amidst heightened political activity in the country as preparations
According to the transfers, Asuman Nasike who has been the Resident City Commissioner for Mbale City has been transferred to Fort Portal City while Stanley Bayole who has been in Fort Portal has been sent to Mbale District as the new RDC.
George William Wopuwa who has been the Mbale district RDC has been sent to Mbale City as the RCC, Lukka Kagenyi moved from Manafwa where he has been deputy RDC and sent to Kampala as Kawempe deputy RCC.
Others are Maj Saleh Kamba who has been moved from Kabarole to Manafwa as RDC while Patience Wibule Edith is moved from Manafwa to Maracha as RDC.
Hajji Umaru Lule Mawiya has been transferred from Mubende as RDC to Kampala City as RCC while Henry Kitambula has been moved from Lubaga where he served as deputy RCC to Fort Portal City as deputy RCC for the central division.

Mpigi RDC Hajji Sempala Kigozi transferred to Kiboga as RDC
Kiboga RDC Hajji Dumba Sentamu transferred to Mpigi as RDC
Ntange Andrew deputy RCC Jinja city transferred to Buikwe as deputy RDC Njeru Municipality.
Bakaki Andrew Ronald Deputy RDC Soroti transferred as deputy RDC Sironko
Kasibante Hassan Deputy RDC Mukono transferred to Jinja as deputy RCC South Division.
Juliet Solome Namara RDC Namisindwa District switches to Bududa as RDC
Bududa RDC Madoi Elijah to Namisindwa.
Paddy Kayondo is now RDC Mitooma.
Luweero deputy RDC Seif Katabaazi transferred to Kalungu district on promotion as full RDC .
Namara RDC Namisindwa District switches to Bududa as RDC.
The transfers take immediate effect.
