PRESIDENT MUSEVENI EXPLAINS WHY HE APPOINTED NABAKOOBA CABINET MINISTER FOR LANDS , SAYS MAILO LAND SYSTEM IN BUGANDA IS BAD

President  Yoweri Museveni  -just hours  after naming his new cabinet has explained why he selected vocal Judith Nabakooba  as cabinet minister in charge of the lands docket- saying she is good at fighting land grabbers  and protecting the land rights of the vulnerable poor in rural areas.

“ I appointed Judith Nabakooba to the Lands Ministry because she was active  on issues of land. That girl fought land grabbers in Mityana and was on the side of the people. I know she will do a good job there,” Museveni stated while addressing the nation during the occasion to celebrate  Heroes Day.  Nabakooba  survived the axe which left at least 23 of her former colleagues out  of a job . She served as  Minister of  ICT and national Guidance for just one year and three months – a docket which will now be taken over by another NRM loyal cadre -Dr. Chris Baryomunsi.

Political analysts say- Nabakooba is among the loyal women NRM cadres Museveni has given powerful ministries to help him manage the country for the next five years.

Speaking at Kololo Independence grounds during the national celebrations to mark  40 years since the first NRA/NRM heroes were executed at Kikandwa , luwero district for their support to the bush war – Museveni took a swipe at Buganda ‘s mailo land system  saying it was “very bad” and he doesn’t know why the Baganda support it.  It is as an evil system ,” Museveni stressed.

What is Mailo

The basic unit of the mailo system is a square mile, hence the derivation of mailo, which is also equivalent to 640 acres. The term is used in Uganda to describe a land tenure system that came into effect when the kingdom of Buganda signed an agreement with the British-administered- Uganda Protectorate there in 1900.

Land scholars have variously blamed the mailo land system for among other ills- creating too many “absentee” landlords, denying peasants and or bibajanja holders -their ultimate land rights , and rendering such land not viable for large  economic projects because of the “too many competing” land interests -some which are legal.

For instance, the 1995 constitution recognizes the land rights of bibanja holders – those people who stayed on land for more than 12 years unchallenged -even if  such land has an original land owner under the  Registration of Titles Act (RTA).

For long -Museveni has been pushing for land reforms in   Uganda and the country will be watching with keen interest how his new cabinet and the line ministers, Nabakooba and her Deputy State Minister for Lands, veteran lawyer -Sam Mayanja will handle the land question .

New Minister of State for Lands -Advocate Mayanja has written numerous articles about the land tenure system in  Buganda and some of his articles have turned out to be controversial.  Previously , Mengo has warned government to go slow on the land issues in  Buganda claiming that many people have been forced off their land illegally by land-grabbers .
