IGP Byakagaba Calls On Private Security Operators To Adhere To set Regulations, Pledges Continued Police Support

The Inspector General Of Police Abbas Byakagaba  has commended Private security Operators (PSOs) under their umbrella body the  Uganda Private Security Association ( TUPSA) describing them as  “serious stakeholders and partners” in securing  national peace and security.

The PSOs operate under the management of Uganda Police with strict operating guidelines and regulations.

IGP Byabakama according to sources was meeting the newly elected TUPSA executive led by their Chairman , Mr. Grace Matsiko.  Others in attendance were Deputy IGP James Ochaya and Direct or of Operations, AIGP Frank Mwesigwa.

When contacted , Grace Matisko confirmed attending the meeting but declined to give details . Sources ,however revealed the meeting was aimed at exploring ways to enhance strategic partnership, with IGP Byakagaba emphasizing that PSOs are a “force multiplier” that should align with national policing priorities and security frameworks, including the Sub-County Policing Model. The IGP pledged total support  to PSOs as long as they continue to follow the set regulations in the provision of private security .

TUPSA Executive Committee tabled several issues that affect their operations in the private security sector and these include multiple taxes and plethora of Non-Revenue Taxes that include the Ug.shs 1M charged for a permit per gun, unreliable supply of weapons and ammunitions with frequent stock outs, and the need to review the current legal frame work under which PSOs operate.

Other issues included criminalization of guards during the execution of their legal mandate such as the summary arrests and confiscation of PSOs weapons and the high cost of training of guards, among others.

Byabakama , promised that the Police senior management will convene to address the presented issues and recommend a way forward.
